How do you build a water tower projects?

Well I think she means that you have to transfer the water from one jug to the other end. I'm will take a wild guess so please don't bet on my answer alone. I think you have to attach the jugs to like a small metal rod or stick it through and secure each end. one jug will be filled and one isn't. You take the tube and stick it in both jugs. Then maybe you are you are to attach the metal rod or what ever you stuck through the jugs on a fulcrum to balance it like a see-saw. then maybe your supposed to tilt it so that the water goes down the tube into the other jug.
