Africa Famine should they be made infertile?

I know this is a very cold question but those poor people in the middle part of africa seem to come out of one disaster and straight into another meanwhile aids/hiv is destroying them aswell and children are being born with it, I know it seems quite heartless but is it really necessary for people who have aids or people who are living in such poverty to bring children into that sort of suffering? btw i dont mean all of africa just the worst affected parts, so basically what i am asking is would it be better for people suffering and living through such extreme poverty to be made infertile to prevent their children suffering aswell?
